Abstract
The main purpose of Health Technology Assessment (HTA) is known to offer information which is required for decision-making in healthcare field. The new health technology assessment is the most well-known HTA. In the case of new drug, the Health Insurance Review & Assessment (HIRA) introduced HTA in 2006 in South Korea and has required applicants to submit results of cost-effectiveness analysis to make decisions whether health insurance should cover for them or not. Based on these submitted results, only cost-effective medicines were allowed to be on the list of the reimbursement. In South Korea, it is meaningful that introduction of HTA system was the first step of evidence-based decision making, but it is still necessary to improve and update its system by adopting systems like followings: 1) "Temporary approval system of new health technology", which allows temporal use of new technology without previous safety issues, therefore it can contribute to improving health outcomes potentially. 2) "Reassessment system", which re-evaluates technologies after a specific time period in post marketing phase. It would be necessary to protect people¡¯s health in South Korea, and to manage health expenditure effectively with limited financial sources. And 3) "Horizon scanning system of emerging healthcare technology" is the process to detect promising early technologies, review in the aspect of its future effect
on health, expenditure, society and other health technologies. In addition, reinforcement on human resource is essential by improving its training system. Finally, we have experienced many challenges in evidence-based decision making process affected by political and economical limitation, therefore understanding and acceptance of concept of health technology assessment by overall Korean society including government, medicine, law, and people of communities is required and consensus on necessity of evidence-based decision making should be made by them.
